One way around it is to pitch your letter and your resume to potential employers before they even know they are lookin at hiring someone. Your letter should make it clear that you really want to work there should a position become available. (Do not use email, I have split tested this and it is only really effective if you use traditional snail mail).

Apply for jobs on websites – If you haven’t already, make sure you check out job search websites such as Seek. The competition can be fierce but if you have a resume and cover letter ready to go, you can apply with the click of a button.

Sign up for a recruitment company – Get in touch with your local recruiters and introduce yourself. They usually make you fill out some forms and give you a quick interview so they have you on file if a suitable job turns up.

Get professional written selection criteria - Most government positions require you to address some kind of selection criteria as part of your application. If you don’t have experience in this area and you find your application is getting overlooked it may be time to get some professional assistance.
